Just trying to get your reaction to an idea here.
The Cohos Trail has two lean-tos that are in place now. We have been toying with the idea of building others, perhaps as many as five other lean-tos, each one about a day's hike apart from the others.
A lean-to system would make it possible for hikers to move through much of the trail north of the Whites without carrying a tent.
How does that sound to you?

I think some more lean tos would be great. As someone who has hiked the trail and is contemplating doing it again in the next couple years, trail work would be my first priority. For example, to the extent that snow mobile trails are in use, I'd like to see them groomed and something done to encourage water run off from those trails. More shelters/lean tos would be second.
I tend to carry some kind of shelter with me on any backpacking trip - I don't want to count on lean tos, but they are definitely helpful. As Mtn Magic pointed out somewhere, on a wet day it is great to be able to set up and pack up in a shelter and have the chance to let a few things air a bit and get a little drier.
