I read that you can not camp from a mile below the summit of Owlshead out to Route 115 and then from there out to Appelbrook.
Is there some kind of marking where the land goes from public to private? what are camping options between Owlshead and Rt 115? The data book mentions the trail crossing a stream or brook below and north of the Owlshead summit. Can one camp in this area?

David,
I would suggest camping in the"flat" between Owlshead and Mt. Martha, at relatively high elevation but in protective forest. If it is a fine night without clouds in the west, I'd camp on the summit (as I have in the past).
On the northwest flank of Owlshead, the trail is moderately steep, as is the terrain most of the way into the valley, and is not the best terrain for setting up a tent. If you must camp on the northwest side, descend until you reach a logging road that the trail crosses directly. Then go back up hill a short distance (1,000 feet) and find a spot in there. You should be on federal lands in that area, I would think.
